<P>PROBLEM TO BE SOLVED: To provide slurry for forming an electrolyte membrane suitable for forming an electrolyte membrane using cerium-based oxide nano-particles as an electrolyte material, and containing water as a solvent. <P>SOLUTION: In this slurry for forming an electrolyte membrane, a solvent is water, and at least cerium-based oxide nano-particles, an emulsion-based binder capable of dispersing the cerium-based oxide nano-particles, and a water-soluble thickener imparting viscosity and a moisture-retaining property to the slurry are included.
