<p><P>PROBLEM TO BE SOLVED: To provide a technology of controlling a display start timing with respect to a decode start timing. <P>SOLUTION: For example, when a direction of playback is a reverse-direction, in other words, when a top of display is a B picture in the case of negative speed setting or like processing, I and P pictures are earlier decoded as shown in Figure, and thereafter the B picture is decoded, the display start timing is deviated by 7 pictures from decode starting so that decode and display timings are scheduled in a way of causing deviation between the decode timing and the display timing of the B picture by one frame.
