PROBLEM TO BE SOLVED: To provide a foundation heat-insulated structure which can facilitate the replacement of a decorative panel, and which is excellent in constructibility because a retaining implement and a locking implement can be easily and firmly attached to a heat insulating material. SOLUTION: This foundation heat-insulated structure is formed by providing the heat insulating material 2 on an outdoor surface of a foundation 1 and mounting the decorative panel 3 on the outdoor surface of the heat insulating material 2. A lower portion of the decorative panel 3 is embedded in ground 4 after construction. The heat insulating material 2 is provided with a fixing-implement holding member 6 for holding a fixing implement 5. The retaining implement 7, which is arranged in the lower end position of the decorative panel 3, is attached to the outer surface of the heat insulating material 2 by means of the fixing implement 5 which is driven into the holding member 6, and the locking implement 8, which is arranged in the upper end position of the decorative panel 3, is attached to the outer surface of the heat insulating material 2 by means of the fixing implement 5 which is driven into the holding member 6. A lower end of the decorative panel 3 is detachably held by means of the retaining implement 7, and an upper end of the decorative panel 3 is detachably locked by means of the locking implement 8.
