A lamp holder (3) and lamp. The lamp holder (3) comprises: a recess (5) having a light-emitting unit mounting side at a bottom surface (51) thereof; and a reflection wing (6) extending from the recess (5) and having a reflection surface facing towards the light-emitting unit mounting side. The lamp comprises the lamp holder (3). The lamp holder (3) and the lamp enable separate components of a lamp holder (3') and a light reflection cover (2) of a traditional lamp to be made into an integrated lamp holder having a simpler structure, thus reducing a step for connecting the light reflection cover (2) and the lamp holder (3') in an installation. In addition, the recess (5) structure of the lamp holder (3) can be used to accommodate an external power supply of the light-emitting unit, thus saving a storage space, and reducing storage and logistics costs.
