PROBLEM TO BE SOLVED: To provide an incoming call regulation system and an incoming call regulating method which can promptly perform incoming call regulation by detecting quickly that a mobile terminal is high-speed traveling, and can promptly cancel the incoming call regulation by detecting quickly transition to a low speed or fixed state. SOLUTION: The mobile terminal 2 transmits positional information from a GPS receiving part 27 to an exchange 1 through base stations 3-6. The exchange 1 calculates the moving velocity of the mobile terminal 2, judges whether the mobile terminal 2 is the high-speed traveling, and performs the incoming call regulation by storing the received positional information from the mobile terminal 2 in an area of the mobile terminal 2 of a mobile supervisory memory 9, and comparing and calculating the difference of the last positional information and the present positional information.
