PROBLEM TO BE SOLVED: To enable a quality inspection of a print image to be executed properly without an error detection even when a disturbance occurs in a quality inspection device and method, a rotary printer, and a sheet printer.SOLUTION: A quality inspection device includes: a camera 41 capturing a print image on a paper sheet S as image data; an average value calculation part 51 for calculating an average density value (a density reference value) for each of a plurality of print blocks dividing a print area with the predetermined number of image data as reference image data; a variation amount calculation part 52 for calculating a density variation amount for each of the plurality of print blocks dividing the print area with the predetermined number of image data as the reference image data; a density determination value calculation part 53 for calculating the density determination value of a quality inspection for each print block based on the average density value and density variation amount; and determination part 54 for determining a quality of the print image by comparing a density detection value and the density determination value which are obtained based on the image data continuously captured after the camera 41 captures a plurality of reference image data.
