PROBLEM TO BE SOLVED: To provide a magnetic recording medium for vertical magnetic recording having a base layer which can miniaturize particle size of a magnetic recording layer and reduce lattice mismatch of bonded surface of the base layer and magnetic recording layer, and a sputter target for forming the base layer. SOLUTION: The base layer consists of ruthenium and alloying element. The alloying element has very little solid solubility to HCP phase Ru or not at all, and can behave for miniaturizing particle size when existing with quantity larger than the solid solubility while behaving for reducing the lattice mismatch when having some solid solubility to the HCP phase Ru and existing with quantity less than the solid solubility, and behaves both for miniaturizing particle size and reducing the lattice mismatch when having some solid solubility to the HCP phase Ru and existing with quantity larger than the solid solubility.
