PROBLEM TO BE SOLVED: To reduce a load on an information communication network and quickly distribute information notice by means of new information distribution without retaining retry notice for the information notice in a server. SOLUTION: An information-distribution server device 2 is provided with; a reception means which receives information addressed to a prescribed client device 4 from an information-distribution device 1; a storage means which stores the received information; a notice means which notifies the prescribed client device, via a prescribed communication network, that the information addressed to the prescribed client device has been received; a response means which receives a response to the notice from the client device; a retry means which instructs the notice means to retry the notice when there is no response from the client device; and a control means which restricts the number of times of notice transmission per unit time made by the notice means to a prescribed number or less and controls the notice means so that the notice means may transmit the notice made by the notice means that the reception means has newly received information, with a priority higher than the instructions from the retry means.
