PROBLEM TO BE SOLVED: To construct a virtual computer system for suppressing costs even in preparing a preliminary host OS. SOLUTION: In a virtual computer system 10 to be managed by a current host OS 11 virtually operating on certain hardware, when the current host OS 11 is started, the current host OS11 is copied to a predetermined memory to start a preliminary host OS by using a live migration function, and the preliminary host OS 12 is notified of a request output to the current host OS 11 through a virtual computer monitor 13, and the status of the preliminary host OS 12 is changed, and when the current host OS11 becomes abnormal, the current host OS11 is switched to the preliminary host OS 12 as a host OS for management of the virtual computer system 10.
