PROBLEM TO BE SOLVED: To provide a monitoring controller capable of avoiding distribution of data in time of horizontal distribution, and allowing redundancy at low cost. SOLUTION: This monitoring controller 10 has: a GUI (Graphical User Interface) part 1 performing GUI display; a device IF part 2 communicable with a monitoring target device 20; a data management part 3 managing held data; a remote object registry 5 registered with a remote object performing access processing to the data management part 3; and a connection control part 4 controlling connection with each the part. The data management part 3 of the monitoring controller 10 (#1) is set as an active system, the data management part 3 of the monitoring controller 10 (#2) is set as a standby system, and all the monitoring controllers 10 (#1-#n) share the management part 3, so that the distribution of the data in time of the horizontal distribution is avoided, and the redundancy is materialized at low cost.
