Provided is a metal identifying device for accurately identifying the metal material of a metal member having a plurality of through hole sections. The metal identifying device is provided with a measuring section for obtaining a measurement value by measuring electrical characteristics and/or optical characteristics of a test article; a threshold determining section by using a reference value obtained by measuring the characteristics of the metal member having a metal composition to be identified and information of the ratio of the through hole section occupied in the test article in a measuring area and/or information of the shapes of the through hole sections; and a comparing/identifying section for identifying the metal composition of the test article by comparing the measurement value with the threshold.
