On the basis of either an image encoded data quantity in a receiving buffer at each instant or a time change in the image encoded data quantity, it is decided whether or not an underflow has occurred or whether or not the probability for the underflow to occur is high. In case the decision result is affirmative, the image data of one frame stored in a frame memory is extracted, and a portion of the image encoded data left in the receiving buffer is decoded. A portion of the extracted image data is replaced by a portion of the image data decoded from the image encoded data, thereby to generate synthesized image data of one new frame. The synthesized image data is so repeatedly generated that the occupation ratio of the replaced image data may be higher than that of the replaced image data in the synthesized image data generated just before, and the synthesized image data thus generated is outputted in the order of generations.
