<P>PROBLEM TO BE SOLVED: To achieve efficient and democratic decision making, information sharing, opinion exchange, workflow, and communication system basically for each "home or family". <P>SOLUTION: A public key certificate is automatically generated on a system by a democratic approval flow so that authority can be prevented from being centralized on a system manager for achieving democratic decision making and communication and workflow basically for each "home or family". Thus, it is possible to equally deal with a text, a voice, and a moving image as elements configuring a message to be prepared and exchanged with an HTTPS as a communication protocol.
