<P>PROBLEM TO BE SOLVED: To provide a method and apparatus for manufacturing a gel having a light-emitting function and a quenching function, and to provide a light-emitting device utilizing the gel and its control method. <P>SOLUTION: A solution is formed by dissolving an annular multi-nucleus metal complex having bissalicylaldimine as a ligand in a solvent comprising a fluid organic compound (for example, cyclohexane). Then, the solution is gelled by giving supersonic vibration the frequency of which exceeds 20 kHz and is equal to or less than 200 kHz for 0.1 second or more to the solution. The gel fullfils a light-emitting function when the gel is irradiated with ultraviolet rays or visible light.
