<P>PROBLEM TO BE SOLVED: To provide a motor controller where speed detection precision is improved even if a position detector of low resolution is used and to provide a speed signal generating method. <P>SOLUTION: The motor controller includes a position control part (1) for generating a speed command from a position command and a position signal, a speed control part (2) for generating a torque command from the speed command and a speed signal, a motor driving part (3) for driving a motor based on the torque command, a position signal generating part (4) for generating the position signal from a motor position detection signal which the position detector coupled to the motor generates and a speed signal generating part (5) for generating the speed signal from the position signal. The speed signal generating part is provided with a position differential part (51) taking a difference of the position signals at every control time and generating the speed signal and a filter part (52) filtering the speed signal.
