A sensor placement position selection device according to an embodiment has an incidence matrix generation unit, a cotree extraction unit, and a selection unit. The incidence matrix generation unit generates an incidence matrix expressing a graph structure of a water distribution pipeline network on the basis of information indicating the connection structure of the pipelines configuring the water distribution pipeline network. The cotree extraction unit classifies the pipelines configuring the water distribution pipeline network into pipelines that are trees configuring open pipelines in the water distribution pipeline network and pipelines that are cotrees configuring closed pipelines together with the trees, and extracts the pipelines that are cotrees. A selection unit selects the nodes at both ends of the extracted pipelines that are cotrees as the placement positions of water pressure sensors.
