PROBLEM TO BE SOLVED: To provide a highly reliable information leakage preventing measures even under circumstances where the fear of information leakage such as the transmission/reception of security data using a network or the carrying-out of a memory card is high.

SOLUTION: The transfer of security data belonging to a predetermined security segment is available by using a carrying-out management application 32 of a personal computer 30 through a network 100 between a data server 10 and a memory card 40. The security attribute data for specifying the security data and the security segment are stored so as to be associated with each other in the data server 10 and the memory card 40. Also, an access log relating to the access history to the security data is stored in a log management server 20 and the memory card 40.
