A passive dispensing device (20) for a liquid active material includes an upper housing portion (27) for receiving a container (22) for holding and d ispensing a liquid active material, wherein the upper housing portion (27) i ncludes an interior cavity and wherein the container (22) includes a wick (8 0) extending from inside the container to an area outside the container. The device further includes a lower housing portion (28) that extends downwardl y from the upper housing portion, wherein the lower housing portion (28) def ines a recess between the upper and lower housing portions and includes firs t and second legs (60a, 60b) that extend downwardly from the upper housing p ortion (27) and outwardly from the recess. The device has an operative posit ion in which the first and second legs (60a, 60b) are disposed on a support surface (112), the container (22) is retained in the recess with the wick (8 0) extending upwardly into the interior cavity, and the container (22) is sp aced above the support surface (112) and disposed between the first and seco nd legs (60a, 60b) to allow convective air flow past the recess and the cont ainer through the device to dispense the active material from the upper hous ing.
