PROBLEM TO BE SOLVED: To provide a ring type binder for which a ring can be opened and closed by the operation of an operating section without directly operating a ring, and which can be manufactured to be light in weight and inexpensive by simplifying a constitution, and to provide a file using the ring type binder. SOLUTION: This ring type binder is equipped with a base 20, a pair of turning plates 21 and 21, the ring 24, and the operating section 25 which opens and closes the ring 24. The operating section 25 has a seesaw-form rocking lever 30 which is installed on the base 20, an approximately L-shape working section 31 which extends from a base 30a of the rocking lever 30 to rear surface sides of counter sections in the pair of turning plates 21 and 21. When the tip 30b of the rocking lever 30 is depressed, opposing sections in the pair of the turning plates 21 and 21 are pushed up to the ring 24 side by the working section 31, the pair of turning plates 21 and 21 are brought into mountain shapes which project toward the ring 24 side, and the ring 24 is opened.
