摘要 <P>PROBLEM TO BE SOLVED: To generate encoded data at a high compression ratio to the whole image by rearranging and encoding pixel data according to mutually different scanning routes and outputting encoded data in a minimum data-quantity in the pixel data as the encoded data of an aimed block in the case of an encoding at block units. <P>SOLUTION: A blocking section 101 inputs blocks composed of a plurality of pixels at units, and outputs the blocks to encoding processing sections 171 to 174. The encoding processing sections 171 to 174 rearrange pixel data in the input blocks according to the mutually different scanning routes, and conduct a variable-length encoding. A code-quantity detecting section 151 detects the quantity of data of encoded data generated by each encoding processing section 171 to 173, and a code-quantity comparison section 161 compares the quantity of data of each encoded data and outputs a control signal indicating either of the encoded data in the minimum data quantity to a selector 141.
