Provided are a rotary valve and a quick exhaust valve for a railway vehicle, in which: high-quality sealing and operability during opening and closing of the valve body are ensured; economic efficiency is exceptional while durability is improved using a simple structure; and deterioration of the valve body and a seal member due to fluids is minimized, as is loss during fluid inflow. Inflow/outflow ports 10, 11 and a discharge port 12 are formed in either a sphere surface section 15 or a valve-body-accommodating section 16 having a taper surface section 131, the sphere surface section 15 and the valve-body-accommodating section 16 being formed in part of the inner periphery of a body 2, and a valve body 3 is rotatably inserted through an opening 22 opened by the valve-body-accommodating section. A spherical surface section 28 or a tapered surface section 132 is formed in a position facing the sphere surface section or the taper surface section; a plurality of through-holes 30-32 that communicate with the inflow/outflow ports or the discharge port are formed, as is a fitting groove 33 facing the inflow/outflow ports in a direction intersecting the through-holes; a seal member 5 is fitted in the fitting groove; and when the opening is covered by a lid member 6, any one of the inflow/outflow ports or the discharge port is hermetically closed off by the seal member, and the inflow/outflow ports and the discharge port are capable of communicating via the through-holes, or the inflow/outflow ports are capable of communicating with each other via the through-holes. |
