Tn accumulated in a server device S. Confirmation message transmission means 6 transmits confirmation messages for confirming whether modules of terminal programs has been started or not, to other terminal devices T2 ... Tn. Reply determination means 10 determines whether responses to the confirmation messages have been received from the other terminal devices T2 ... Tn. Module start determination means 12 determines whether the modules have been started in the other terminal devices when there are responses to the confirmation messages.
