A second gas turbine system 140 includes similar components to the first gas turbine system except not having excess capacity in its compressor. A turbo-expander 252 is operatively coupled to the second gas turbine system. Control valves 256, 266 control a flow of the excess air flow from the first gas turbine system 102 to the second gas turbine system and/or the turbo-expander 252, and a flow of a discharge 272 of the turbo-expander 252 to an exhaust 172, 174 of at least one of the first turbine component and the second turbine component.SELECTED DRAWING: Figure 1
