PROBLEM TO BE SOLVED: To provide a manufacturing method for a restraining and reinforcing material into which a filler can be easily put and which can be easily restrained, and a sheet member for the restraining and reinforcing material. SOLUTION: A vertically opened form 2 is temporarily provided. The sheet member 1 for the restraining and reinforcing material, which is composed of a sheet body 4 and flatly braided cords 5-12, is laid in a state in which the sheet body 4 is opened in such a manner as to cover the form 2. The filler 3 is spread over the inside of the form 2 from on the sheet body 4. Since the filler 3 can be charged in a state in which the sheet body 4 is opened, the filler 3 can be more easily put into the sheet body 4 than a sandbag for general use. Additionally, the use of the form 2 can make the amount of the filler 3 constant. Each peripheral edge of the sheet body 4 is folded back in the upward direction of the form 2; the sheet body 4 is restrained by the flatly braided cords 5-12; and the form 2 is removed from the sheet member 1 for the restraining and reinforcing material.
