<p><P>PROBLEM TO BE SOLVED: To inhibit the rewriting of data of a device recorded with vehicle information after the collision of a vehicle. <P>SOLUTION: Specific information for each vehicle is previously recorded in an EEPROM12 of an information recording device (EDR) 1. When the vehicle specific information is recorded once, the writing of later data is inhibited. A CPU10 performs the authentication of the vehicle specific information recorded in the EEPROM12.
