<p><P>PROBLEM TO BE SOLVED: To prevent an unauthorized person from driving a machine, thereby discouraging theft or tampering, by charging a driving battery and maintaining the inhibited state of driving a machine for a predetermined period even after completion of charging. <P>SOLUTION: Charging a driving battery 15 is performed by connecting a charge cable 29 from a charger 26 to a connector 31. A wiring 32 between a control battery 23 and a drive control circuit 22 is provided with a key switch 33. A relay 34 is provided between the key switch 33 and the drive control circuit 22. A switch 34a of the relay 34 remains off only during a set period of a timer 38. When the set period of the timer 38 elapses, the switch 34a of the relay 34 goes on, i.e., it enters the state for releasing drive inhibition.
