By using a composition for forming a light scattering composite body, which contains an uncured matrix resin composition and inorganic oxide particles surface-modified by a surface modification material having one or more functional groups selected from among an alkenyl group, an H-Si group and an alkoxy group, and wherein the average dispersed particle diameter of the surface-modified inorganic oxide particles is from 3 nm to 150 nm (inclusive) and the content of the inorganic oxide particles is from 0.01% by mass to 15% by mass in the total solid content, it becomes possible to provide a light scattering composite body which exhibits excellent light transmission properties and light scattering properties even if the content of light scattering particles is decreased, and which thus enables the achievement of a white optical semiconductor light emitting device that has improved white light luminance and improved color rendering properties, while being further suppressed in blue light emission.
