The present invention relates to a nonflammable film coating agent comprising expanded graphite, which is decomposed by heating expanding graphite, a preparation method, and a use thereof. More specifically, when heating expanding graphite at a temperature of 200-1,000°C, foam is produced by the expansion of various organic materials contained in the expanding graphite, thereby producing expanded graphite having a flame barrier layer generated therein while the volume increases by a factor of approximately 500, and a nonflammable coating agent can be prepared by adding the expanded graphite to a coating agent. According to the present invention, when preparing a coating agent by using expanding graphite, an effect of preventing the fear of the occurrence of casualties caused by a hazardous material such as sulfuric acid or carbon dioxide generated while causing expansion during heating is expected.
