PROBLEM TO BE SOLVED: To provide an image forming method suppressing variation in image density without decreasing productivity, and also to provide an image forming apparatus. SOLUTION: The image forming method includes following steps: a developer containing toner and magnetic carrier is scooped onto the surface of a developer carrier from the developer storage section of a developing device which stores the developer; the toner in the developer held on the surface of the developer carrier is supplied, on the basis of image information, to a latent image carrier on which a latent image is formed, and thereby a toner image is formed on the latent image carrier; and the toner image formed on the latent image carrier is transferred to a recording medium and thereby an image is formed on the recording medium. A storage means stores information on the proportion of the area of an output image, counted by a pixel count means. Then, on the basis of the information on the proportion of the area of an image output in the past, the present estimation value of a quantity of developer to be scooped onto the developer carrier is calculated. On the basis of the calculated estimation value of the quantity of developer to be scooped, a CPU serving as a control means controls parameters that change image density.
