The invention, matter of this request refers to a built-in road bump with emerging ramp that encourages drivers to drive respecting the authorized speed limit with the reward of a free-obstacle road serviceability of those who respect it and presenting an obstacle of ramp that emerges or road bump for those who exceed it, contributing to lower accidents, wear and tear of vehicles pollution and stress. The arrangement uses a hinged plate to a road embedded plate that by a novel mechanism of blocking plate, cables and springs gets folded flat to the passing of the vehicles that respect the authorized speed limit and on the other way around it gets erected and wedged in a way of a ramp or mound at the passing of those who exceed it.
