PROBLEM TO BE SOLVED: To facilitate generation of information required to prepare a plan and assist so as to allow existing information and results of the plan prepared to be effectively utilized when the plan including at least any of a manufacturing process, a conveyance process, an arrangement process and a blending process is prepared.SOLUTION: An information management section 102 individually classifies, stores and manages master information, fluctuation information and restriction information becoming preparation condition information. A master information setting section 103 selects and corrects the master information managed by the information management section 102 according to user's instructions and sets the master information. A fluctuation information setting section 104 selects and corrects the fluctuation information managed by the information management section 102 according to user's instructions and sets the fluctuation information. A restriction information setting section 105 selects and corrects the restriction information managed by the information management section 102 according to user's instructions and can set the restriction information. A plan creation section 107 creates a blending plan on the basis of the master information, the fluctuation information and the restriction information managed by the information management section 102.SELECTED DRAWING: Figure 1
