PROBLEM TO BE SOLVED: To provide a heat developable photographic sensitive material having low fog, ensuring little variation of properties due to a humidity change in exposure, and having high sensitivity, and to provide an image forming method. SOLUTION: The heat developable photographic sensitive material has a photosensitive layer containing silver halide grains and at least one of the compounds represented by formula (1) on at least one surface of a support. In the formula, X<SB>1</SB>represents an oxygen atom or >N-R; Z<SB>1</SB>and Z<SB>2</SB>each represent a group of nonmetallic atoms required to form a 5- or 6-membered condensed ring; R represents a hydrogen atom or an aliphatic group; Q<SB>1</SB>represents a group of nonmetallic atoms required to form a 6-membered condensed carbon ring in combination with carbon atoms of the cyclohexene ring and a carbon atom of methine; L<SB>1</SB>and L<SB>2</SB>each represent methine or a group of nonmetallic atoms required to form a 5- or 6-membered ring by bonding L<SB>1</SB>and R<SB>1</SB>together and a group of nonmetallic atoms required to form a 5- or 6-membered ring by bonding L<SB>2</SB>and R<SB>2</SB>together; R<SB>1</SB>and R<SB>2</SB>each represent an aliphatic group; W represents a sulfide group, sulfinyl, sulfonyl or thienyl; M<SB>1</SB>represents a charge required to neutralize a molecular charge; l<SB>1</SB>represents a number required to neutralize the charges of the entire molecule; m<SB>1</SB>represents 0 or 1; and n<SB>1</SB>represents an integer of 1-3.
