<P>PROBLEM TO BE SOLVED: To automatically accomplish write processing without user's operation even when failing to write account information to an IC card. <P>SOLUTION: When an on-vehicle unit 1 is mounted with an IC card 3, power is supplied for activation and an access permission is obtained through authentication processing (A1-A5). Accounting processing is performed through radio communication with a road side unit 2 at a toll gate. On receipt of an instruction of recording into the IC card 3 (B1-B10), recording processing into the IC card is executed after completing the communication. When failing in recording due to poor contact or noise, the on-vehicle unit 1 executes re-recording processing.
