PROBLEM TO BE SOLVED: To improve the quality of a reproduced speech by making full use of given information transmission capacity for analytic synthesis type speech encoding and decoding. SOLUTION: After an input speech signal is decomposed by a predictive analyzing unit 125 into a prediction coefficient and a residue signal to extract a feature quantity of the residue signal, an encoding unit 133 performs entropy encoding of the prediction coefficient and feature quantity together. When a generated code length exceeds a predetermined code length, a predictive analysis order adjusting unit 137 repeatedly tries the encoding until the generated code length becomes less than the predetermined code length while decreasing the order of the predictive analysis one by one.
