PROBLEM TO BE SOLVED: To provide a windmill blade with a deicer capable of attaining light weight formation and energy saving and a deicing method for the windmill blade.SOLUTION: This invention relates to a deicing device for a windmill blade comprising a blade form part 26 extending between a blade root part 22 and a blade extremity end part 24 and a shear web 32 arranged in a blade length direction to part an inner space of the blade form part into a first space 34 at a front edge and a second space 36 at a rear edge. The deicing device comprises a pipe 42 arranged within the first space to extend from a blade root area up to a blade extremity end area in the first space and having a pipe opening positioned in the blade extremity end area, a circulation unit for forming an air circulation flow in a circulation flow passage including a pipe inner flow passage formed inside the pipe and a pipe outer flow passage formed by an outside area of the pipe in the first space to communicate with the pipe inner flow passage through the pipe opening 42A, and a heated air generating part for heating the air to generate the heated air.
