<P>PROBLEM TO BE SOLVED: To create the ID card which ensures correspondence of the face image data with the ID information thus efficiently to process the reissuance of the card. <P>SOLUTION: In the EWS2 when the predetermined ID numbers are input through the ID number input device 4, the ID numbers are registered in the ID card creation administration file and when the face image data are input by the video camera 9 the finalization of the face image provision is set in the corresponding file. On the other hand, when the ID information is acquired through the host 11 (magnetic recording apparatus 13b) using the ID number as the searching key word, the finalization of the ID information provision is set in the corresponding file. At this time, the process goes on even if the communication with the host 11 is interrupted and the system acquires the then un-acquired ID information by checking the above-mentioned file at the time when the communication resumes.
