PROBLEM TO BE SOLVED: To provide a model creation apparatus and a method for creating a simulation model rapidly creating a large-scale, complex simulation model by making effective use of an existing model program. SOLUTION: The model creation apparatus PC for creating a simulation model EOM obtained by modeling the simulation target includes a parts model storage means DB for storing parts models MP obtained by modeling the partial configurations of the simulation target, and a model creation means 22 for creating the desired simulation model by combining the plurality of parts models PM stored in the parts model storage means DB.
