PROBLEM TO BE SOLVED: To cope with both safety and workability in a tunnel construction site by constantly ventilating without stopping air blow and dispersing excavation dust well by means of control of wind direction in a ventilation air duct. SOLUTION: In a tunnel construction site, a wind direction control device is installed in front of an air blow opening 3 of a ventilation blower duct 10 installed extendedly from a well head outside to the vicinity of a working face. A baffle plate 6 rotated in the range from a parallel angle of the air blow opening 3 face to the perpendicular angle and adjusted in a required angle and a control means of the rotary angle of the baffer plate 6 are provided and the wind control device 1 controlling the wind direction from the air blow opening 3 is constituted.
