PROBLEM TO BE SOLVED: To provide a fixing roller which can ensure both energy saving performance and fixing performance even when used for a high-speed machine type, a fixing device equipped with the fixing roller, and a manufacturing method for the fixing roller. SOLUTION: The fixing roller 11 which is heated by a heat source 114 and fixes an image, is equipped with a cored bar 111 made of a heat-treated high-strength steel tube, wherein the cored bar 111 contains≤0.18% by mass of C,≤0.55% by mass of Si,≤1.6% by mass of Mn,≤0.03% by mass of P,≤0.015% by mass of S, and Ti.
