PROBLEM TO BE SOLVED: To provide a non-contact type charging device by which highly efficient charge is stably performed and an image forming apparatus by which high definition is created over a long term. SOLUTION: The charging device 2 which is connected to a high voltage power supply 5 and charges a photoreceptor 1 has a non-contact charging member. The non-contact charging member is a substrate formed like a belt in the longitudinal direction of the photoreceptor and has an electron emission part in which thin film of Sp3bonded boron nitride is formed on the substrate. Thin film formation of the electron emission part is performed in an area longer than a photosensitive zone in the longitudinal direction of the photoreceptor on the non-contact charging member which is a substrate longer than the photosensitive area in the longitudinal direction of the photoreceptor.
