PROBLEM TO BE SOLVED: To find the electrical resistance of a measuring object by bringing a set of probes into contact with a set of pads of the measuring object, and inputting and outputting pulse-like signal waveforms. SOLUTION: A device includes signal lines 2, 3, 7 where signal waveforms propagate, an input part 6 for inputting a signal waveform propagated through the signal line 3 into the measuring object 5, whose electrical resistance is to be measured, a branch part 8 for branching the signal waveforms and a reflected signal from the measuring object on the signal lines 2, 3, 7, a measuring part 4 for measuring the branched reflected signal, and a determination part 11 for determining the electrical resistance of the measuring object from the amplitude of the measured reflected signal.
