PROBLEM TO BE SOLVED: To provide a control device of an internal combustion engine capable of moderating a change in intake pipe pressure in a transition state of an intake valve working angle, in the internal combustion engine for adjusting the intake air volume by changing the working angle of an intake valve. SOLUTION: This invention is a device for controlling the internal combustion engine having a working angle variable mechanism capable of continuously varying the working angle of the intake valve, and has a target working angle determining means for determining a target working angle of the intake valve based on target torque or the target air volume, and a control means for controlling the working angle variable mechanism so as to coincide with the target working angle after changing by changing the working angle of the intake valve stepwise when changing the target working angle.
