PROBLEM TO BE SOLVED: To buffer a collision against a stopper for prescribing an angle of a change of a relative rotation phase. SOLUTION: This valve timing adjusting device is provided with a phase change mechanism 10 having arm members 20, 21 linked to rotors (a sprocket and an output shaft) 11, 16 by a turning pair to change a relative rotation phase between the rotors by the movement of the turning pair of the arm members, a second link (a cam plate) 18 provided at the output shaft and linked to the arm members 20, 21 by the turning pair, and the stoppers 65, 66 provided in the sprocket 11 to rotate the second link and regulate a rotation angle in order to prescribe an angle of the change of the relative rotation phase between the rotors by applying the second link to the stoppers. This device has bottomed recessed parts 65b, 66b formed on the stoppers 65, 66 to insert the second link into abutting faces 65a, 66a where the stoppers are abutted on the second link to partition a damper chamber Dd among the recessed parts of the stoppers and the second link.
