PROBLEM TO BE SOLVED: To provide a road boundary block for protecting a disabled person laid down across a roadway or in the boundary between the roadway and a sidewalk, enabling a visually handicapped person to easily recognize a step, and enabling a wheelchair, a stroller, and a handcart for aged persons on which lower limb disabled person is ridden to move from the roadway to the sidewalk or vice versa easily, safely, and surely without giving assistance to a caregiver. SOLUTION: A first sloped part 4 with upward gradient in which the sloped angle from the roadway 2 is gentle is formed on one side of the upper surface of a road boundary block body 1. A low step part 6 is formed at the lower end 4a of the first sloped part. A second sloped part 7 with downward gradient used as the reference value of the road surface gradientθof the roadway 2 is formed on the other side of the upper surface of the road boundary block body.
