PROBLEM TO BE SOLVED: To provide a substrate cloth for a papermaking belt excellent in swell resistance and crack resistance, and a papermaking belt. SOLUTION: This substrate cloth 10 for the papermaking belt is provided by consisting of a multiple-woven fabric and having≥2 pieces of multifilament-twisted yarns 111 per adjacent 5 pieces of warp yarns 11 constituting the outermost surface of wet paper-feeding side U. The multifilament-twisted yarn 111 is preferably obtained by twisting≥2 pieces of multifilament stock yarns. The belt for papermaking is equipped with an elastic resin part and the belt substrate cloth 10 for the papermaking of which at least a part is buried within the elastic resin part, and the multifilament-twisted yarn 111 constituting the substrate cloth 10 for the papermaking is impregnated and buried with the resin constituting the elastic resin part.
