PROBLEM TO BE SOLVED: To provide a method for inexpensively manufacturing a photocatalyst sheet with high photocatalyst activities. SOLUTION: The method for manufacturing the photocatalyst sheet is characterized by causing fluoride of a metal element of the group IIa, IIb or IVa to react with a substrate having an aluminum surface roughened so that the surface roughness of the center line becomes 0.1μm or more to form metal oxide particles on the substrate.
