PROBLEM TO BE SOLVED: To provide a method for efficiently producing porous water-absorbing polymer particles having many open cells and a suitable bulk density and excellent in a water absorption rate. SOLUTION: This method for producing the porous water-absorbing polymer particles comprises using an aqueous solution of a water-soluble ethylenic unsaturated monomer, wherein the method has a process for making the aqueous solution of the water-soluble ethylenic unsaturated monomer involve a first hydrophobic organic solvent in the presence of a first surfactant, so as to obtain an O/W emulsion, and a process for dispersing the obtained O/W emulsion in a second hydrophobic organic solvent containing a second surfactant, so as to obtain an O/W/O emulsion, and a polyoxyethylene-polyoxypropylene copolymer is used as the first surfactant, so that the water-absorbing particles have a bulk density of 0.30-0.50 g/mL.
