PROBLEM TO BE SOLVED: To offer an intra-vehicle atmosphere allowing passenger(s) to relax in a vehicle, while precluding a driver from relaxing in the vehicle. SOLUTION: A fluctuation control device 10 for a vehicle is configured so that when a fluctuating illumination light is emitted from a fluctuating illumination light source 14, the light is fed into the cabin passing between light shutoff plates 20 and through light permeation apertures 18 and reaches the view field of the passenger(s) other than the driver. This offers an intra-vehicle atmosphere allowing the passenger(s) other than the driver to have ease in the vehicle. On the other hand, the fluctuating illumination light is shut off by the shutoff plates 20 located on a straight line tying the light source 14 to the eye point 22 of the driver where the apertures 18 are interposed, which limits the reaching of the light to the driver's view field during driving.
