PROBLEM TO BE SOLVED: To obtain a plant growth regulator that is safe to the human body and plants, is derived from an edible plant and is made by a simple production method. SOLUTION: The plant growth regulator comprises a substance that is obtained by adding water to leaves and stems of Welsh onion, milling them and precipitating a squeezed solution by addition of a hydrophilic organic solvent such as a lower alcohol, for example, ethanol, etc., acetone, etc. The precipitate shows an effect on plant growth.
