PROBLEM TO BE SOLVED: To downsize a pan-tilt device, a camera unit, a passenger monitoring system, and a vehicle.SOLUTION: A pan-tilt device 1 includes: a first base plate 61; a second base plate 62 that is located while facing the first base plate 61 and rotates relative to the first base plate 61; a mirror member 20 for radiating reflection light in a photographable manner that is reflected incident light from a photographing object range onto a camera 10 installed on the second base plate 62; a tilt drive mechanism 40 that rotates and drives the mirror member 20 so as to rotate the photographing object range about the optical axis of the reflection light; and a pan drive mechanism 50 that rotates and drives the first base plate 61 relative to the second base plate 62 with a pan rotation axis Jp being a center.SELECTED DRAWING: Figure 3
